If the U.S. government has no knowledge of aliens, then why does Title 14, Section 1211 of the Code of Federal Regulations, implemented on July 16, 1969, make it illegal for U.S. citizens to have any contact with extraterrestrials or their vehicles?

That's not what that title actually said. What it said was that people who came into contact with exposure to other worlds or items that had were required to be in quarantine to make sure there were no harmful pathogens. It was adopted before the moon landings to allow for keeping the astronauts in quarantine when they returned from the moon. It was repealed in 1991

thanks for the clarification, that makes much more sense. the convienient interpretation i posted makes for nice disinformation.
